Default Reaper Bug: play_cursor/seek command to VST's inconsistent behavior
Reaper correctly sends seek signal to plugins for regions BEFORE play cursor.

But it does NOT send seek signal to plugins for regions located AFTER the play cursor until the first repeat of the new region.
