Regions: quickest way to create a long list of start/end times?

I figure there may be a quicker way to do this, so hopefully you have tips to share.
I have several audio interviews and been given paper edits. There are start and end times, like this:
1:17:06 - 1:17:17 ‘that used to be an island…’cause they need to have their trains go’
1:21:50 - 1:22:08 ‘I was told the story of...what allows them to float?’
1:22:46 - 1:22:55 ‘To create an alternative narrative...a really synthetic deep time’
I want to create Region Markers to delineate these times.
The fastest way I can come up with so far is to open the Region/Marker Manager and perform the following steps:
1. Double click on an empty space in the manager, to create a new marker
2. Click inside the "Position" prompt
3. Type in the start time
4. Repeat steps 1 and 2, and then type end time
5. Repeat steps 1 through 4 until I've entered all the start and end times
6. Go to Actions, and run SWS: Convert markers to regions
7. Delete Regions created between the End Time of a previous clip and the Start Time of the next one (e.g. using numbers above, it creates unnecessary region from 1:17:17 to 1:21:50, from 1:22:08 to 1:22:46, etc)
But is this really the quickest?
Any suggestions to shaving off some steps?
