RMS (and LUFS) is a kind of average.
You can't get 0dB RMS without going way over 0dB on the peaks.*
...Some formats can go over 0dB without clipping but it's "bad practice" and the listener's DAC might clip, etc.
You'll probably need a limiter to achieve the desired loudness/RMS without clipping the peaks.

The "general rule" is to make them similar so it doesn't sound like the vocals & instrument are in different rooms. But, it's really up to you and if there is talking/dialog you might want less reverb on the voice.
* A constant "test tone" square wave has the same peak & RMS values so a square wave can hit 0dB RMS. Everything else has an RMS level that's less than the peak. A constant sine wave has an RMS level 3dB less than the peak.
