Default Video transformations

I'd like to apply a transformation to a video source using code. Essentially compute a function f(I) on the image frame I, per frame. This creates a new image that is then displayed(and eventually rendered).

Is it possible to do this with reaper easily? (it should be as simple as getting the pixel buffer, computing the new pixel buffer and replacing the old one(for output only, obviously))

If it's too hard in reaper I can write my own program to do it but I'd rather not have to jump through a bunch of hoops to do so.(have to decode video, transform it, resync with audio, encode it etc)
