Default Metadata image is not shown in Windows

I've edited ID3 metadata in Reaper, added image file. The image is shown in players like Aimp, but is not shown in Windows. For comparison, when setting metadata in Aimp Tag Editor, the image is visible. Is it bug, or I'm doing something wrong?

As far as I remember, Windows is using an older version of the ID3-tag-standard, 2.3 or so(I might be wrong on newer Windows-versions though).

Reaper is using the latest one, so this could be the problem.

Which version of Windows are you using?
