Default Reaper sends MIDI Start despite count it being active.

update: this is more complicated than i thought. I tested with a Korg Electribe, which is the device that exhibited the issue, and a Arturia Keystep. Both devices are sent a 'Start' MIDI message when play is pressed in Reaper. But the Keystep responds appropriately, starting after the count in is finished. The Korg doesn't, so I suspect the issues lies in the device, not Reaper. However, there's one confusing caveat: I tested a JS plugin that sends MIDI clock and with that, the KORG waits appropriately. This seems to suggest the KORG is perhaps interpreting the MIDI messages differently. whats more is that the KORG used to work and so i suspect either a driver or config issue.

I have Reaper 6.28 64 bit, Windows 10.

Steps to reproduce:

open a new project, set the metronome on and to use a 2 bar count in
setup a MIDI output with send clock & no SPP/continue

Press Play and Reaper immediately sends the MIDI 'Start' message rather than waiting until the count in is completed.

this used to work and I could have a setting off somewhere but I don't think I do.
