Default Are RPPs always encoded as UTF-8?

I'm dealing with some chinese language conversion issues in Vordio.

Just wondering if REAPER always encodes RPPs as UTF-8? If not how does it decide on encoding?

Yes, they are encoded as UTF-8.

(Technically some parts of REAPER, if it encounters characters that are >= 128 and are not valid UTF-8 sequences, will treat them as 8-bit characters in the current system code page when displaying, but this should probably not be relied upon.)
