Default Copy imported media to project directory [off] - still copies

Hi,
I'm trying to import a video file without copying the media to my project directory.
But, when ”Copy imported media to project directory” is unchecked (off) Reaper still copies media to project directory.
Anyone else got this issue and perhaps a solution?

- Reaper 6.03/64 macOS 10.12.6

I'm Mac 10.14.6 Reaper 6.05 and I'm not getting this behaviour.

So action 40263 - Options: When importing, copy imported media to project media directory is definitely OFF?

Check again if both are set at your wish.
Those options are marked on screenshot.
