Contextual toolbars

I was trying contextual toolbars,so I set one context, but I don't see that it does anything. Is there some documentation available for this.

I tried this contextual toolbar. Set a couple categories to toolbar1, but it did not do anything different than if it did not exist.

You must fill toolbars you want to use with actions.
You plan which toolbar is opened on which context and set it.
You search action to open contextual toolbars and set a shortcut like T.
Whem you press T on for example track it can be toolbar1 if you press T on enevlope it can be toolbar2 etc.
Thats how it works.

I sort of thought this would be more automated than it is, it's workable.
