Default [7.11] MIDI editor: double-click to expand CC lane stops working

DESCRIPTION
In the MIDI editor, normally you can hide or show a Velocity/CC lane by double-clicking its resize handle. However, if you hide the Velocity/CC lane and then switch to another MIDI clip, double-clicking will not restore the lane.

Here is a video showing the bug: https://youtu.be/1vhR250BGg0

STEPS TO REPRODUCE
1. Have a track containing two or more MIDI clips. The attached REAPER project contains such a track.
2. Open one of the clips in the MIDI Editor.
3. Make sure there is at least one Velocity/CC lane present and visible in the editor.
4. Hide the Velocity/CC lane by double-clicking its resize handle at either the left or right edge of the lane divider (it's the little 8x2 grid of white dots).
5. Select another MIDI clip. The MIDI Editor will update to display the new clip.
6. Attempt to show the Velocity/CC lane by double-clicking its resize handle.

ACTUAL RESULT
Nothing happens.

EXPECTED RESULT
The Velocity/CC lane should resume its previous height.

So while the problem of lanes remaining collapsed when double-clicking has been fixed in REAPER 7.12, the restored lanes do not remember their size from before.

STEPS TO REPRODUCE
1. Have a track containing two or more MIDI clips. The REAPER project attached to the OP contains such a track.
2. Open one of the clips in the MIDI Editor.
3. Make sure there is at least one Velocity/CC lane present and visible in the editor.
4. Resize the Velocity/CC lane from its default height.
5. Hide the Velocity/CC lane by double-clicking its resize handle at either the left or right edge of the lane divider (it's the little 8x2 grid of white dots).
6. Select another MIDI clip. The MIDI Editor will update to display the new clip.
7. Attempt to show the Velocity/CC lane by double-clicking its resize handle.

ACTUAL RESULT
The Velocity/CC lane is restored at a different height than it was before.

EXPECTED RESULT
The Velocity/CC lane should resume its previous height.
