Is Reaper a yearly/ or one time fee?
Is it a yearly fee or one time fee? I was under the assumption I needed to pay once a year. Any info would be nice.

If you buy Reaper you get 2 major version numbers included. So if you buy now your license is valid for Reaper 6 and Reaper 7 (and all updates inbetween) and you will have to pay only for Reaper 8 (which probably will take several years to be released).

There will almost certainly be a couple of years or more of Reaper 6 still to go, never mind version 7.
Reaper versions 4 and 5 were both about four years a piece.

I bought my license in November 2017!! It's good through version 6.99 so it's been by far the best value for me as a DAW.

That is good value. I'm waiting for Retrospective Recording, d'ya think they'll save big features such as that for say a bigger release like 7 or could it be likely in a point version?

Major features have been added within the same version. Equally sometimes people are a little disappointed by the modest changes and additions that come in a version number upgrade - instead there is a drip drip feed of constant improvement. One of the major advantages being stability and it feels enthusiasm driven rather than commercial wow factor.
Basically Reaper is constantly evolving, and this is a good thing. Just don't expect some enormous reveal with version upgrades. A few niceties certainly, just not absolute game changers, for the most part.
Just because a lot of people might want a specific feature of another DAW and request it here does not mean it's going to get into Reaper.

I got reaper early v4. License lasted until just recently at V6 that probably lasted about 5 years or something.

Keep in mind that you never lose your license or use of whatever two versions you buy, so, for example, if you buy REAPER 6, you get REAPER 7 when it comes out. When REAPER 8 comes along, you still have your REAPER 6/7 license, even if you decide not to buy a new license for 8.
