.ReaperTheme is the oldest and simplest form of a theme. A set of colours and font assigments. If you save under a different name from the theme tweak/configuration window, you just made a whole new .ReaperTheme. A .ReaperTheme also contains a link to a resource folder

Resource Folder is a folder full of extra stuff. Images and an rtconfig file. Each theme usually has its own resource folder, but it doesn't have to, if all you've done is tweaked a few colours then your new theme can carry on linking to the resource folder of the originating theme.

ReaperThemeZip is the above two, zipped up. For the optional convenience of sharing the whole lot in one easy file.
