Default Reaper hangs with a subwindow that can't be closed

After upgrading to 5.40 (x64) on two separate computers, at random I get a window I can't close which never goes away. The title of the window is "REAPER - Wait for MIDI output device". The text says "The following MIDI output device is not responding:
<name of my device, 2 different devices, same issue>
REAPER will wait for it to resume, but it may require a disconnect/reconnect."

Needless to say, disconnecting and reconnecting didn't do anything. The first computer is an Acer laptop running Windows 7-64 and the device in question was Korg NanoPad, in the second instance it was an HP desktop running Windows 10-64 and the device was MIDISPORT 2x4 Out 4 (why only Out4?).

I already lost two projects and have to nervously save all the time.

I know I probably should have gone to specsavers, but that pic is just too impossibly tiny to see on my system.

First question is: Are you using MIDI via USB & if so are you using the same USB port each time you plug the problem devices in?

Have you downloaded and checked out the User Manual and the video tutorial which can be found at the top of this page under Download?

The devices in question might be getting insufficient power via USB, causing their driver to hang. Are they connected via a hub?
