Using a SD Card
When using a digital recorder (DP-24, in my case), can Reaper be used to mix when taking the SD memory card from the digital recorder, inserting it into the card-reader on the PC and then use the PC to mix?

Writing or reading sequentially to/from SD cards is the highest performance you'll see. As soon as you do random reads/writes, between the specific SD card's performance and the SD port interface's limitations, performance can drop to that of a 4200rpm spinning drive or worse.
Try it. If it works... then we're done here. If not, don't be surprised. It's quick to just copy the files to your SSD workspace and simply have max performance no matter how high the resolution of the audio and no matter how much editing and/or seeking you're doing. Probably simplest to just do that to ensure getting the performance you set up your computer to have.
Use the SD cards and USB connected drives for convenience but don't expect max performance or spend time chasing that.

My challenges are even more basic -- Just downloaded Reaper --- I inserted my SD Card from the DP-24 into the PC card reader --- Now I can't figure out how to import the tracks into the Reaper app ---

OK - 'Inserted' a copy of tracks from the SD card, but individual tracks were not evident --- I am out of my depth here ----

There is a pretty good chance copying directly from the DM24 mass storage won't work; it's probably in some proprietary format. (Not sure.)

Is it the original DP24, or the newer DP24SD?
These are two very different machines...
IIRC you need to create an "AudioDepot" folder on the SD card and export your tracks into it. The "Music" folder could contain takes, which will result in the files having a different order and such when copied to the PC.
But the Tascams confuse me, as every one seems to have a different workflow.

It is a DP-24-SD ....This unit stores all tracks on the SD Card (To the best of my knowledge)....

Take it one piece at a time.
Does the DP24SD store the files in a proprietary format?
Look that up. Their documentation will tell.
Transferring the files to the computer:
First, copy them to the drive you normally use. (Like a directory in your SSD that you normally use for current projects.)
If that works - and you have figured out any possibly needed format conversions or export workflow from the DP24SD - then you can consider working directly from the SD card in the future if it saves time.
I still wouldn't though FWIW. I'd recommend only using the SD card as a temp storage/transfer device. I'd always transfer the files to my file system in a computer that uses standard hard drives.

From the manual Philbo linked to above, page 67:

In other words, the data transfer between the computer and

Since nothing recorded is playable when the SD card is removed, I believe the SD card holds all the tracks --- I have not explored using the DP-24 to mix on or master -- I was hoping to be able to export all the tracks on a single song via the SD card, to my PC where I have Reaper installed -- I wanted to utilize the bigger monitor for the PC to mix / tweak tracks and to add effects --- I absolutely am a newbie and will continue to learn.....Did I mention, I'm an analog guy going through recovery --- to reach an understanding of how to work in the digital world of recording .
I appreciate everyone's help and advice -

It seems clear to me that you have to go through the Audio Depot folder, as already been said here, and as is said in the thread linked to by cyrano.
Try it.

And try things one step at a time.
Don't try to import files to Reaper directly from the SD card. Follow their directions first and use the export features to that Audio Depot folder. Then copy from there to your local hard drive where you normally keep your recordings.
You can follow up and try to combine steps once you have it working step by step if you wish. But I'd still recommend only using the SD card to transfer and not to run live from.
