Feel free to post your problem and solution... Others will have the same issue and find your post.

Yes, please.

I already started to look at your problem, but could not come up with some solution, yet. Now I find it as total waste of time as the original post is deleted. Shame

Generaly:
I was always glad the we build here very helpful knowledge base. So, please, do not delete the threads or original posts/questions and if you find solutions yourself, post them to finish the thread.

Thank you.

The default project file is defined in Preferences - General - Paths - Default recording path

yes, we know that. even OP did knew that and made correct steps. But the orig. post was question why it is not working for him as expected and not simply how to set it. That's why we comment the situation when OP deletes the orig. question when he resolve the issue! Because it may happen to someone else too, or maybe it can be a bug itself, but now we will never know

EDIT:
Ohh, and as I read your answer deeply, it even does not relate to the thread title...
"Default Project file?" questioned ... vs your suggested "Default recording path"
Totaly different things

Default project is defined in Preferences - Projects (Project settings section): "When creating new projects, use the following file as a template"

OK OK... so the way is simple:

Create a project you want to always see when you launch reaper
Save that as a Project Template, name Default.rpp

Then Pref's, on the Project section, you'll find the field to browse to that Default.rpp

"When creating new projects, use the following project file as a template"
