Partial measure offset possible?

I've set my project settings to the proper project start time and that's great. But the project start measure won't allow me to do a partial measure (ie: it has to be 1,-1,2, 4, 0 etc. It can't be -0.425) Is there a way to achieve this easily? The best

I know to set the start of the project time signature/tempo, but that can also be tricky when it's a very specific amount not set to the grid. ie: 1.872 instead of a straight quarter, eighth note, etc.
