Default Audio won't play - are there issues with the Tascam US-1800?

I decided to try Reaper on my Snow Leopard DAW, where I usually use Logic Pro 9 (which runs great using a Tascam US-1800). But I can't get any imported audio to play - if I import a file and press play, the playhead usually doesn't move, but if it does it's slow and jumpy and all I hear are audio glitches. Searching the forum I found a reference to this behavior as being related to mismatched sample rates, but there is almost no configuration I can do in Audio MIDI Setup to my audio device (and I haven't figured out how to adjust the sample rate of a Reaper project or if that's possible). I can change the device sample rate but that doesn't solve the problem and nothing else about the device is configurable (I can't even add/remove to create an Aggregate Device or change any devices on the Audio Devices dialog page). I've tried checking/unchecking the sample rate and block size settings in Reaper but that doesn't make any difference. But if I close Reaper and open Logic all audio works normally. So I'm wondering if there is an issue here with Reaper and the Tascam interface - I've searched the forum a bit but haven't found anything yet so I'm wondering if anyone has had similar experiences, or if there are some Reaper gurus who can help with this.

My old Tascam US-122 MkII caused many headaches for me, until I set Ignore running change notifications in Preferences/Audio/Device.
