Importing/Exporting Track configs

I was reading through some tutorial materials and found some of the documentation confusing... I need to export a set of tracks WITHOUT items but WITH settings for input/output and FX chains for importing to other projects. In other words I want to select a collection of tracks in one project, save the configuration including routing and FX, etc and then place them in other projects. I don't want to move the data (recorded media or items) with it.

Whats the simplest way to accomplish this?
