Okay, I got it.
Strangely enough but another version of REAPER which is not notarized for Catalina was able to start. It had successfully scanned all the vsts and I noted that there are some plugins in /Library/Audio/VST which I haven't removed yet (and which I don't really need). Yep, that was Ozone 9 plugins. I've removed other components of Ozone 9 just before that but had these leftovers in the VST3 folder. After I removed them, the notarized version of REAPER for Catalina was able to start again.
That was a strange issue.
