MIDI cannot import multiple CC values with the same channel and time

You can create such a file with REAPER's MIDI editor, but it won't import correctly. This behaviour is present in previous versions.

This behaviour is desirable if using a VST where CC value can represent data (e.g. Hauptwerk, where a CC value can be configured to trigger a stop). MIDI exported from a notation program that is configured this way won't work properly when imported into REAPER on a track with that VST.
