Thanks, I have tested it and still have suggestions for implementation either through script or built-in
My suggestions are:
Trying to create layers of priority to FX windows versus the Mixer (undocked). Or inversly, to make the Mixer have less priority over openned FX windows.
In this scenario, the importance of windows would look like:
- The bottom layer: the Arrange view/main window should be last priority so that every openned window hide it.
- The middle layer: would be the mixer which never get hidden by the arrange view but also always behind the opened FX windows.
- The top layer: The FX windows would be the top and greater priority layer so that they always mask windows under them until closed.
If this is possible with the current window classes it would be the best. Don't know how to get there but my clue is that Reaper Windows need an identifier that is related to layers of importance and visibility. With this we also wouldnt need the PIN for always on top I think.

Yes, there are definitely issues with window front-back management.
The issues of multi-monitor setups are correct.
Another one is that clicking an insert in the mixer should bring that effect to the front. The current behaviour is that if it's open, but hidden behind something (including the mixer), it will be closed. Instead, it should be brought to the front.

I was having the same issue...even thought about putting in a request at one point some time ago. Now that I've messed with the pinning, I think I finally get it!
You see, in many applications when you click a pushpin it turns the pin sideways or vertical to indicate pinned status. All this time, I thought it WAS pinned because the pushpin was vertical. Perhaps that is what others are doing as well.
Having adjusted the pinning as suggested by other responses, does in fact correct the matter for me (NVIDIA Quadro M2000, Dual HP 22" monitors and Dell 27" monitor).
That said, is there a way to default new plugin windows to be automatically pinned? I'm looking for it and haven't seen anything yet. Thanks!

Thats a good explanation here. Its the most annoying part of not seeing the always on top floating windows that are hidden by the mixer (which btw should not be hidden).
Devs please put this one in your to do list I think its a reasonable one and its been running around for a good while with no down sides. Thank you

Sorry for the double post but I think there's a "easy" and suitable solution that could please most people's workflow.
I suggest - to fix the problem of plugins getting hidden behind the mixer - that there would be a new option in the "plugins" tab of the Reaper settings to Always open floating plugins windows with a activated "always on top" pin.
This way it would avoid the need to manually click the pin a hundred times more often than needed when mixing etc. Also, I don't see any down side to this except that it needs work to implement.
Please let me know what you think.

It's probably possible but not in the way most expect, because there can only be one main owner window in an application and that's the arrange window. The mixer window in all reality isn't much different than a plugin window in the hierarchy of windows as it is also likely a child of the main window (arrange), hence not being as simple as it sounds.

same problem here - new unpinned plugins are disappearing behind the mixer. So unless I pin each new plugin they will disappear behind the mixer.
Its 2020 is there a solution for that?

The solution would be to implement this process:
When clicking on an 'insert FX button':
If plugin GUI is closed, open it.
If plugin GUI is open, bring it to the front.

Another example: I want floating FX's to be always on top of dockers. If I have a docker set to pin to top, then the floating FX will only be on top of the docker if it's pinned to top. I think it's better to have an option to have floating FX's to always be on top

It would be nice if this was the default behaviour, but the script solves this, so I consider that a win. Justin & Schwa have more time for themselves and to work on other things.
