MIDI Notes < 16 Do Not Honor Piano Roll Notes Setting In Media Item (FIXED)

This is an annoyance / curiosity.

MIDI Editor:
Set Piano Roll Notes To Diamonds.
MIDI notes display as diamonds in the editor.
MIDI notes display as diamonds in the (tracks) Media Item
as long as the note is >15.

Plop a MIDI note 15 in the editor.
MIDI note 15 displays as a thin line in the (tracks) Media Item.

Is this by design?
If so, why?
Any way to prevent this?

Syntax: >15 means 'Greater than 15'. I.e. 16,17,18,...127
