Default VU meters/sound lower on playback

I may be overlooking something simple but why would Reaper's input VU meters show almost full peak, almost to the red even, then when played back, the audio file recorded and VU playback is 2/3rds of that.

I would understand if the volume was the only thing effected and it being a monitoring issue, but I record 100% VU noise, playback and it's 2/3rd that at best.

I believe the meter when a track is armed is showing the gain of your audio interface. So the interface is clipping the signal before it is stored inside your DAW. The meters/faders in your DAW correlate with the stored audio. Hope that helps a bit but I could be wrong.

I'm using a Behringer XAIR-18 so it's all USB driven. I do agree the main outs on the XAIR-18 match what I see while recording so you're right there - If that's the case, why isn't Reaper recording what's coming in correctly? It's like it's padding it tremendously.
