This is a "small" feature request. It is a small thing, yet it can
accelerate the workflow tremendously! Let's see ...

Situation (current version 6.0.5)

We can assign mouse-modifiers so that we are able to
set the "start loop point" and the "end loop point" by mod-left click
on the ruler, see image:
These mouse actions work nicely when Reaper is stopped.
But as soon as Reaper plays then the action
"set end point" fails. The end point
here - at the mouse hand - cannot be set:

Let "Set end point" work correctly also if Reaper is playing.
Same for "Set start point".

Motivation

A fast and intuitive change of the loop-interval is most important
for an ergonomic workflow, because we almost everytime work in
the loop interval.
The best and fastest way to change the loop points is just by
mouse-clicking at the ruler. And yes - this works perfectly if
Reaper is in "stop mode". But unfortunately it doesn't work if
Reaper is in "play mode".
