Is there any way to control this independently from the project tempo?

Using a click source allows ignoring the project tempo if you can use that.

What do you mean by click source? The way I do it now is by loading a click sound in the sequencer and adjusting that way

well not totally, obviously, if they are different tempi, but you can right click the tab & make sure that "synchronise play start times.." is ticked

Insert > Click Source. It may not be ideal as it replaces the builtin metronome button but otherwise same basic functionality with the additional option of custom/ignoring project tempo. But personally, I do that instead of managing a project tab because it gets saved to/locked to that project.
