Default MIDI Export gone completely wrong

So, this is tested in both 5.40 as well as 5.5 RC13.

Here's what's happening.

1) Open the Klang Test.RPP file and select m1-144 if not selected already
2) Export project midi with Time Selection Only and consolidating All MIDI Items
3) Output to Multitrack MIDI file (type 1)
4) Select Embed project tempo/time signature, Embed SMPTE Offset and Export Project markers
5) Open the exported MIDI file. The file is completely wrong.

First, it has the wrong SMPTE offset. Second, none of the midi items in the SMF are playing at the same place as in the RPP file (all the items seem to be offset). Third, even though there are MIDI items in the RPP file until m138 or so, the Reaper MIDI export only exports items until m97, completely eliminating anything from m98-138 besides the tempo/time signature map. Everything else is completely deleted. This is also the case if you export the entire file instead of time selection.

I'm really flabbergasted and didn't think MIDI export was this broken. I know the RPP Project is large but if anyone else could download and confirm what I'm seeing I would really appreciate it.

Also, the export does not have the same quantize settings as the midi items in the RPP file. Items that are quantized to 8th note or 16th note in the RPP file are showing up as triplets in the SMF export. It's completely bonkers.
