Need help with Private Server set up

I was hoping to get some help on setting up a private server with ninjam. Running windows 10. Anyone out there had any luck with private server set up on windows 10 ? Need instrucions on a how to set up and if port forward is needed. I have tried using the instructions for server set up guide from 2007. Is there a more current guide for private server set up? Also I have looked at some YouTube video instructions talking about removing the read only flag from the cfg file. Where is this flag, is it just the read only check box in the cfg file properties? Any help would be greatly appreciated.
