Default mic w/preamp over-modulating

I hooked up an M-Audio Audio Buddy with my Shure VP64 and I can seem to bring down the levels and everything is over-modulated.

Here's the set up:
Vp64 connected to M-Audio Adio Buddy with XLR cable.
M-Audio Audio Buddy connecting thru 1/4 stereo connector to a to a mini connector in the mic input of the PC Laptop.

I've tried lowering the input device (with no luck)
I've tried pulling down the levels thru REAPER (no luck)

What am I doing wrong?
Or is this just the wrong set up?
I know this is probably a super newbie, super stupid question, but does anybody have any suggestions?

I will say the audio is boosted way beyond the previous hook of running the mic straight to the mic input on the PC Laptop.

Mic inputs are not usually made to take the output from pre-amps.Do you have a line-in option?

I do not appear to have an in-line option available to me.
Are there USB options available?

There are lots of USB pre-amp devices around.If you only require one input I use a Line6 Toneport GX,

Comes with great amp modelling software as well as a really good in-built sound card.Very portable and no latency as you can monitor all the sounds direct in headphones or speakers whilst you record into Reaper.They have larger models.It's very forgiving as well as I now actually run an ART tube pre-amp into the GX and then into Reaper

Check if there´s a 20 db preamp boost on the mic input. Maybe there´s an option to set it to line input, too.
