I tried it again and it looks like incrementing is actually working but it is VERY inaccurate. I have to turn the rotary encoder knob really fast to make it increment and then it "jumps over" many values. It looks like slow rotation is not registered in Reaper at all, even when I continue the slow rotation a long time. Decrementing works accurately with slow knob turns.
And other CCs which have 0-16383 range work both ways accurately.
So, at least in my setup there seems to be some bug in incrementing CCs with 0-127 range.
I'm using Axiom 49 2nd gen MIDI controller.
I tested this in Relative 1 mode. I also tested relative 3 mode briefly, but there was even more problems like fast counter-clockwise turn suddenly incrementing the control.

If I disable encoder knob acceleration in Axiom, then I'm not able to increment the 0-127 CCs at all. Even fast turns will not increment.
