Can I link any preference to a toolbar button?

I would like to link "draw faint in folder tracks (and envelope lanes as well)" to a toolbar button. But I can't find an action for that.

You can do it but only with scripting. You'll probably find it's not worth doing (like I did with some colour preferences), but you'll be best posting this in the script sub-forum.
