Default How to optimize for latency?

I've noticed that Reaper sometimes reports different latency readings in the status bar in the top right-hand corner, even though I haven't changed anything either in Reaper's options, or in the options for my M-Audio MobilePre USB interface. Sometimes the latency is down to 4/5 msc, sometimes its up to 8-9.

Why the difference? Is there anything that I can control which can affect this? Is there any way for me to optimise my computer's ability to get a good latency happening reliably?

Are you using waveOut mode? In waveOut/DirectSound modes that lataency estimation is an instantaneous approximation, and it only updates once (so it's not too accurate) even though the latency may change.. Try using ASIO, it should be lower anyway.
If it WAS in ASIO mode, that is odd, but REAPER just reports the latency given to it by the ASIO driver.
