Default Mastering questions

Hey..

When loading a Mp3 for refference track, the track get over 0 DB ? with about 2db and varies, but shouldnet it be impossible ? the track vol slider is untouched and on 0, also the master is 0 ZERO ?? so how can a mp3 loaded into reaper play over zero DB ? without any effects or anything touched ?

If i try to render a track which is playing over 0db, the result got cut down to 0db, OF COURSE.. because 0db is digital maximum, but how the h... can it be mp3's can be over the digital maximum ? if something is digital, it should be Mp3's ?????

any ideas ?

it's being oversampled, so the peaks are between the samples saved in the file.
