this would be not as practical as you think. 95% of the plugins won't need it so it would be a waste of resources. Beside that you can achieve it very easily with a JS effect or a vst plugin, if you want the whole audio signal to be panned. If you just want the effect to be panned you should consider a send track where you can do what ever you want only with the FX signal.
There are also other ways. You could use a band frequency splitter to only let certain frequencies thru the fx and panner and join it later with the rest of the signal. Or you could use multi channel to separate the fx to channel 3 and 4 while panning it and mixing it later back with the rest of channel 1 and 2.
So this is just to special to get implemented into every FX slot. And its easy to achieve with other methods. If you don't know how. Just ask here in the forum.
