Question About FX Bussing

When bussing 2 (or more) tracks to a dedicated FX Bus track, my FX Bus track always clips, because it has the combined gain of the tracks sent to it. What am I missing? Aside from adding a limited to the FX bus track, which is undesirable, what can I do to prevent this? Thanks to anyone who can help.
