Midi communication got corrupted in Reaper

I am developing a midi controller using arduino, after a few errors in Loopmidi (muted by excessive amount of output data) Reaper did not detect midi messages from arduino again, therefore I cannot map anything, reinstalled Reaper, deleted its folders , reinstall Loopmidi and the problem remains the same. I tried on another pc with reaper and it works fine, but apparently something got corrupted in Windows / Reaper.

The device appears in midi reaper devices but does not detect messages.

Has this happened to anyone? how did they solve it?
