Default Skipped frames

Hi,
i'm doing sounddesign for a video.

see the attached gif, the frame counter at the top was put into the video by the cutter as a reference.
the frame counter at the bottom is my reaper's big clock.

as you can see, sometimes they align, and sometimes (first time at 2:05) they don't, the reference counter holds/skips every second frame.
when i watch the video in another program, there's no frame skipping.

Anyone have any ideas why this is?

For those with a similar problem in the future: i placed the video's start on a position between reaper's frames. once i moved it to start exactly on a frame, the problem went away.
