I found the settings in the rtconfig.txt file (inside ColorThemes/*.ReaperThemeZip - must rename to *.ReaperTheme.zip, extract, and it's in the 'unpacked' folder) that are used for the mixer/master meter labels' font colors. Here's the info in case anyone else wants to know:

Some of these are repeated several times in the file, probably for each layout option. So if you want different colors for different track layouts, you can do that as well as making them all the same.
Also, some only have RGB values after them [0-255 0-255 0-255], while others have 2 sets of RGBA values [0-255 0-255 0-255 0-255 0-255 0-255] that are used depending on the status of the meter color (lit vs unlit).
