One of my machines wasn't showing it, so I turned on auto updates for a few minutes and up it popped.
Might be worth trying....
Oddly, the other one didnt have auto updates switched on but got the "invite" window anyway.

Current stable insider build is shown as 10074. Have they restarted the ACTUAL beta or pre rc or whatever they are calling it?
Might be worth reverting to 10074 if they claim it is stable.....

10074 is the slow track, later builds are the fast track IIRC. The track is a selectable option in windows update advanced options.

Yes they are still releasing new builds, the preview program is still underway. I'm not using Win 10 for anything meaningful so the problems are not a big deal in my case.

I have not seen a popup about Win10 on my Win7 Pro machine at all. I have an "Windows Anytime Upgrade" but that seems to want to upgrade my Win7 Pro. What would that upgrade to?????

Just out of curiosity, what gen & model is your Surface Pro and what build are you running? Mine's an i5 128gb 1st gen.

The Windows Anytime Upgrade is just to upgrade Windows 7 to a higher version as you thought. Pro to Ultimate in your case.

Ah - I didnt bother logging myself in as I understood that everyone got the same build to play with since the tech preview scheme was pulled in favour of the public one.
I should pay attention better! Havent been on the sit since I stopped playing with it.

Cool, Azimuth. Thanks! So I should just wait and expect to see the popup sometime?

Run Windows Update and click “View update history” to see all the updates you have installed. Look for, or search for, KB3035583. Apparently that's where the popup comes from. Mine landed on 20th May.

Great tip, I was wondering why I got the GWX app on my Win 7 machine but not my 8.1 laptop. I have automatic updates disabled on the laptop (as there is an update in there that has broken the installation in the past) but this will let me reserve a W10 license and use it as a testing platform. Big thanks!

you can prevent single updates from being installed. you can click the dangerous update (right-click I think) and say "dont install and dont show anymore, take it out of the update history" ... or similar.
so you can use the update - function without having trouble with that update being installed again.

Thanks! I tried that and it says I need the Win10 app. Can't seem to find out anything about it other than it should install on my computer with the updates. The "failed" updates I get are security updates.

I was faced with a similar problem a couple of years ago. Tracked it down fairly quickly using a "binary search" technique.

you can search the MS knowledgebase. that is where I found that stupid update, that prevented me from having any further updates.
on the other hand, if you swtch on Win update and you come to the point, where that update is installed you can get to the correcting update by updating in doing it one time manually. the stupid update was followed by and update that corrected that stupid update. funny, that the correction couldnt be installed automatically, because of the prior stupid update.
you can always set update in motion manually.

I installed the KB3035583 update but did NOT get the GWX app. Is the update dependant on some previous update to work?

If Microsoft is giving something away for free there is some corruption hidden in the mix.

I wasn't getting the icon either but this page had a file and info that got me set up and reserved. I'm going from Win7 SP1 Home Premium.

Here's some more Windows 10 information (General FAQ)...
http://www.microsoft.com/en-us/windows/windows-10-faq.
This might help with a question or two.
