Default Exported video constant frame rate mode is a lie

The video in question is exported in lossless huffyuv 24fps (using nothing but 24fps sources). Here's what it says in media info:

Frame rate mode : Constant
Frame rate : 24.000 FPS

But as soon as it comes to conversion time, or if I losslessly remux the mkv, ffmpeg and other video conversion software all detect and output the following:

Frame rate mode : Variable
Frame rate : 24.101 FPS

What's happening is Reaper just has the wrong tag, the video is not constant framerate, it is actually variable...

I'm working with 3d animation where the framerate has to be rock solid 24fps.
This needs to be addressed.

I wouldn't call it a lie, rather wrong.

Is the same thing happen, when you use VLC instead of FFMPEG?
