Default Mouse Wheel (and Another Small Issue)

How do I make the mouse wheel behave differently on OS X?

Shouldn't the standard behavior be that, when you roll it up and down, the scroll bar goes up and down?

On my system, instead of that, by default, it zooms in and out horizontally.

As far as I'm concerned, this is rather annoying, and I can't seem to find a way, or a pref, to make it behave otherwise.

Any suggestions?

Another small issue, or is it? Whenever Reaper is not the focused app, all tracks appear "OFFLINE"?

1. To reassign mousewheel to scroll rather than zoom: open the actions window ("?" shortcut by default), find the action "scroll vertically (MIDI CC relative/mousewheel), click "add", move the mousewheel.

2. Disable Options/preferences/media/set media items offline when application is not active.
