Notes hanging in Cinematic Studio Brass after 6.16 update

I never had this problem until today. When using any Cinematic Studio Brass instrument, notes hung, but only in the marcato articulation with legato turned off. I found on the internet that people had problems with hanging notes in CSB and Cinematic Studio Strings when using Logic, and that was tied to MIDI chasing. More digging said chasing is related to MIDI delay offset in Reaper. I turned the offset on for my track and the notes stopped hanging even though the offset was on zero. I turned the offset back off and the notes still didn't hang. I even opened a new track with a different CSB instrument and got no hanging notes even though I didn't touch the offset. I haven't exited Reaper and re-opened it to see if the problem comes back, but it may need to be looked into.
