Default Reaper and VST removal

I recently removed several VSTs + their components.
I then then went into Reaper (v4.78) preferences/plugins/vst and clicked on the clear cache/re-scan button. I thought this would flush out the removed VST's. When I went to insert/virtual instrument, the removed VST still showed.
I did a complete search on the drive and there are no instances of the removed VST's.
How do I get rid of them showing up when I do an insert/virtual instrument?
I have restarted the computer/restarted Reaper...
This is really annoying that they are still showing.

Found that if I deleted the appropriate .ini files for the AU's and VST's that when restarting Reaper, it created new .ini files with the old ones I removed not showing up now. Figured there had to be a way to do this!
