Default Can you to edit MPE midi events without an MPE controller?

MPE = Midi Polyphonic Controller

It allows each individual note to have its own midi event changes. For example, you can play 2 notes at the same time, and pitch one of them upwards and pitch the other downwards simultaneously.

Main way to do this currently is to use an MPE controller, but is there a way to do it without one in Reaper, directly into piano roll?
