you can do it on a per item basis by using the pitch envelope or you could use ReaPitch as a plugin on the track and set up an envelope or assign it to a controller etc.

ReaPitch and take pitch envelopes only do time compensated pitch shifting, though. That is, it will not sound like a classic sampler where both the speed and pitch of the sound are changed at the same time.

No, the easiest way:
Cut your audio-clip into small items, so that they have the
size that you want to pitch.
Then select one of these items, press F2 and you'll see that
you can change the "playrate". This also changes
the pitch - with or without length-correction - just
as you like.

The controls are just a little obscure in Reaper IMHO.
"Classic" veri-speed pitch bend has the tempo slow as the pitch lowers. Just like what the pitch control on an analog deck did.
We now also have the ability to alter only pitch or only tempo digitally.
To toggle between those modes (and this is per audio item):
Untick the box in Item Preferences for 'Preserve pitch when changing tempo' for classic veri-speed mode. Tick the box for separated (this is the default).
You can select all the audio items first and then open item preferences. Make that tick/untick move once. Any new item you import or render comes default ticked for "separated" mode.
The built-in Elastique Pro is truly lossless in veri-speed mode and you can get away with more severe stretches in separated mode than most other algorithms.

Save yourself a bunch of fiddling and import the audio into a sampler and use regular pitch bend. ReaSamplomatic5000 for example for single samples.

Like sju says for a clean envelope pitch/rate style
Try this that use reasamplomatic.

It reads harder to set up than it is, trust me. Works v well.
The native stretch marker with retain pitch method gives you visuals but is very clunky to use except for linear bending.

It's the default. That box for "Preserve pitch when altering rate" is ticked by default. When you want classic veri-speed mode is when you need to do something (untick it that is).
In default separated pitch vs tempo mode, option-dragging an item edge to stretch it alters the tempo but the pitch remains the same. In veri-speed mode, stretching works the pitch along with the rate.
