Default Any Windows users know how to make W10 themes apply in Reaper?

I downloaded and applied a 3rd party Windows 10 theme. It got applied to the 'shell' of the main Reaper window correctly.

However, the contained windows inside Reaper (eg. FX chain, Actions, Floating FX, etc. windows) are illegible at the top menu bar. I can't see what's written. Is there any way to change the color of that text over the color of the menu bar itself? I believe it's more to do with Windows than Reaper, but I thought there could be a way to do this?

Which theme are you using? I use Penumbra with Win 10 and it offers a few different options one of which creates the problem you're having.

I'm using a theme by adni18.com
Its skin is applied through WindowsBlinds.

Do you have any idea what option in WindowsBlinds may solve this problem?

I've was using Windowblinds all throughout Win 7, once I moved to 10 I was looking for a high contrast dark theme to try and resolve the blindingly white glare out of my applications,including Reaper..

It's a simple download and double click to install, not too configurable inside windows but makes everything a nice eye pleasing dark.
