Depends on the kind of music you do I guess. If your one of those screaming guys....then it may be tough. Howthefuckever, I would think that singing soft songs in a soft voice would still improve your screaming voice.
I wouldn't think you would have any problems singing softly in any flat or apartment.

I grew up in the country and now live in the big city, where housing is so expensive and live in a decent sized 'flat' (we use the french term here tho - apartment)
But just do what I do, dress like you're homeless and go out to a busy street corner, no one will stop you from singing loud as hell. Might even throw you money if you're good.

Lay on your back and but some heavy books or possibly a heavy drawer on you diaphram, then quickly expel your air in quick bursts. If you don't have to be so quiet, it's good to open your throat and sing vowels with each burst of air.
I think your diaphragm and throat passages are the most important part of learning to control your voice.

IF you have a closet full of cloths, go in there & shut the door...worked at our last place.

Ha Ha!! Some of the best advice I've seen in a while.
Great for practicing a loud horn as well.
People might not believe you are homeless if you are out there blowing a French Horn or a bassoon, though.
I have been doing some training and I do it while driving. Hilarious if someone has their window down next to you at a light.

I was wondering...does that help with just lasting longer on a single note?

How to practice singing quietly: Hum.
Here's a tip from my old singing coach. The best way to pitch notes if you can't sing out loud is to hum. You can develop pitch control just as well at the same time. You can actually create the illusion of a lot of volume when you hum, because you're pushing the air for a much higher volume than if you're mouth is open. The pressure in the nasal cavities, soft palate and throat changes but you can still work on these specific tonal areas. You will see if you try it.

Once you get the connection between your diaphragm and throat working right you should be able to sing a very loud vowel (aaah, ooooh, uuuuu, etc.) with a lit match in right in front of your mouth and not blow it out.

Earplugs, believe it or not. Try just plugging one ear while humming, it'll sound much louder in your head, and you learn quickly how to be consistent at a lower volume. Or, use Reaper to get a better effect; put on some isolating headphones, enable monitoring and sing (don't use any compression, but a little reverb is fine.) Works hand in hand with the breathing techniques mentioned above; the inability to sing quietly is a sure sign that you're controlling airflow with your throat, very bad.
