Empty items; Media item bottom half actions don't work

Issue tested existing back to v5.40, I can't find older versions to verify where this change has actually happened.

Problem: None of the actions applied to Media item bottom half in mouse modifiers will work for the empty items. It seems the actions for the Media item modifiers, not Media item bottom half, are used instead. IOW, it's like there is no separate bottom half for the empty items anymore, or all the bottom half actions are ignored.

Empty items have a lot of limitations. Wish this wasn't true.

for example, I don't think you can put item FX in them (unless that has changed recently) Would be great if empty items worked just like regular items.
