Is there any documentation that outlines reaper project files?

IIRC there isn't much documentation but much of the stuff should be fairly self explanatory. If you want to generate new project files, you can ignore generating lots of stuff and they will still end up as valid project files. Of course if you want to parse them properly, it's a different matter and you will need to handle things in more detail.

This should be stickied in some way. I always forget the whole Cockos wiki even exists, let alone remember it has pages like these.
