Default Dynamic EQ that kicks in the quieter things are?

Apologies if this is a dumb question; I did search the threads Google and didn't see anything on it but might not know the right term...

I'm familiar with how dynamic EQ works, but is there an 'inverse behavior' dynamic EQ that where you can set a start and bottom threshold so that, say when you hit -20db it starts kicking in and hits full effect at, say -45db?

Put another way, instead of a Dynamic EQ's normal behavior of kicking in harder the louder the audio gets, it would kick in harder the quieter it gets, but only to a point.

This is called expander function (comp ratio < 1.0).
dEQ6 can do this.

I think you should take a look at the good old Redline EQ
https://www.112db.com/plugins/redline/equalizer/

It's got a Dynamic-EQ feature that goes with both Positive/Negative values..
And also some interesting phase/harmonic controls and whatnot.

It's the type of EQ I would use on a main lead/star instrument.

Besides, on regular Expanders also you've got Flux "Pure Expander v3",
or also Blue Cat's "Dynamics", or even "MB-5/MB-7"..
.

Thanks so much! Redline Equalizer by 123dB is exactly what I was looking for - for anyone else, download their 60-day trial, and go to the Dynamic Exciter setting to see how it's working. Crank up the Dynamic EQ to 100%, adjust your EQ bands to taste, and you'll see it working on the quiet sections while dropping to zero as it gets louder. Really easy to control how sensitive it is by using the Dynamic EQ Threshold setting

You might like to compare and contrast with this, too: MeldaProduction's MDynamicEQ

you can turn any eq plugin into a dynamic eq using parameter modulation for the desired eq band and you can then set it to work in an inverted manner if desired.

Redline it's a wonderful EQ,
I considered it the best until DMG and Fabfilter stuff came along years later.

Brainworx' Dynamic EQ has an "inverse mode" that does what you describe.
