Dual monitor annoyance

I use two monitors, with the arrange window on the top one, and transport and mixer floating on the bottom.

If I open a project from Windows Explorer while Reaper is minimized, it resizes the arrange window down. If Reaper is not minimized it leaves it alone. This is becoming a bit annoying!
